Amelia, Caroline, Charles City, Dinwiddie, Goochland, King William, Louisa, New Kent, Powhatan, Prince George, City of Hopewell, City of Petersburg

Zone three:
Cumberland, Essex, Gloucester, James City, King and Queen, Matthews, Middlesex, Nottoway, Orange, Surry, Sussex, Tappahannock, Westmoreland, etc.
Removal will be a separate additional charge.
